Have a look at this article for ideas. http://www.cyclingweekly.co.uk/news/product-news/7-of-the-best-clip-on-m...
Personally I use the Topeak R1 / R2 with a little extra pastic bit rivetted onto the end.
I've got the Crud Mk2s fitted with 25mm tyres, and my first thought after getting them on was also that there wasn't enough clearance, but being stubborn (and/or lazy) after having spent most of an evening getting them on, I didn't feel like taking them off right away.
It took a few days of bending and pulling the plastic around in various directions, using a bike stand and spinning the wheels, listening for sources of rubbing noise, and more frustrated bending and pulling on the commute (always embarassing/irritating to have a noisy bike around other riders) but finally achieved the satisfying hum of tyres on tarmac only. It's admittedly tight on clearance, but I think it can be done. That said they are kind of a faff to fit, but I like the minimalist look.
Try 23mm tyres and Crud guards or raceblades
