Fake No Cycling Signs

I was out walking the other day when I noticed a No Cycling sign on a lampost at the end of an alleyway. Looked quite professional but with one rather obvious error (picture to follow).

No idea who put it there, but presumably it's illegal to stick your own traffic signs up (the fun I could have if it's not). I checked on Google Streetview and the other end of the alleyway has (or had) a similar sign. It went up sometime between June 2012 and August 2023. Not sure what I do about it, report it to the council I guess?
