In the absence of HantsSNAP, I have reverted to using their "old" reporting tool.

I've never had any response beyond "we got your submission" to any of my reports on any of Hampshire's systems.
I occasionally got a little more, but only when prodded.
I've been lead to believe that you no longer report using HantsSnap, but via the default "Road Traffic Incident" reporting system on their website, whereby they will then send you an email with a request to upload the video to their new system.
