By the way quite often I can get round the compulsory youtube ad video by reloading the page...
Certainly looks like a moped not a bike. I suspect the ibtimes confusion comes from being an electric moped which I think may not unusual in China. Certainly not a bicycle and a tenuous one for a cycling website.
