Maybe they'd just pinched them from somewhere, hence the reluctance to come back?
Probably too embarassed ,that he could not fit a bike rack properly, to come forward, lol
If they would both fit in his Capri and he had the time to do that.
Er, what else could he do - other than wait a while in case the driver turned around? Flashing lights, hooting, taking them out the road and publicising it all sounds pretty decent of him to me.
Take them to the nearest police station.
Well done to the driver for avoiding a collision, but as for picking them up and putting them on display what's the chances they're still going to be there when the owner comes back for them?
