I'm guessing the CCTV was installed because there were criminals around......
who steals an apollo bike? The tools required to cut the lock are probably worth more than the bike.
I doubt it was locked in the first place - it sounds like they were just breaking into houses and nicking whatever was there. The bike may just have been a convenient way to make off with the rest of the ill-gotten gains.
