It's definitely worth reporting, and my local police would be interested in that. Difficult to prove as a crime, but they'd certainly want to have words with him!
Find the car and arrange for a cement mixer to empty it's load into the vehicle. They won't be driving it for a while after that, job done.
Report it. It is assault, and could have turned out worse if you had lost control. It is 50/50 whether the Police investigate but if they do it might be the 50 percent that saves a life in the future. Oh and if the Police say they WILL investigate then insist that they keep you updated, as they tend to 'forget'. Good luck calling 101 BTW, I've had mixed success but I still report.
Find his car, steal it, crash it in to an apple tree.

Tell the police, but don't expect them to do anything.
Continue to live your life is the best advice I can give. Worse things are happening in the world right now.
Report it - it would appear to be an assault. They may not do anything - or they may decide to go and offer "words of advice" to the driver (and his passenger).
