Road bike to flat bar hybrid

My wife has a B'twin Triban 520 road bike and doesn't really get on with the drops and gear shifters, so I'm looking to turn it into a flat bar hybrid type. Is it even possible without spending a fortune.?
It's running a Shimano Sora triple CR
9sp 11-32 cassette

Yep, 9 speed grip shifts or trigger shifters are really cheap (Ali expresss if none of the usual online outlets have anything in your price range) and Shimano do flat bar brake levers for use with road calliper brakes, I will have a look at mine and see if there is a part number on them. Planet X do cheap flat bars and a good range of grips.

A set of Sora trigger shifters, brake levers, a flat bar and some grips.

Should have change out of £100. May be able to sell the old Sora shifters to offset some of that.

Depending on geometry/personal preference you may also need a new stem or something like a riser bar to make it more comfortable.

Sorry, didn't notice Rich's reply until after I posted my. Have a look for Tiagra R550 brake levers, should be able to pick them up for under £20
