Tragic incident and light sentencing

I don't know whether to be heartened that it's not just vehicle vs bike incidents that result in light sentencing or in despair that vehicle incidents are treated so lightly in general.  4.5 years and a 6 year ban for 2 idiots wrecking 5 lives.

From https://www.sentencingcouncil.org.uk/wp-content/uploads/FINAL-Death-by-d... the maximum penalty for causing death by dangerous driving is 14 years. I'd love to know what mitigation reduced that to 4.5 years in this case, as it seems to include a full-house of contributory offences.

As a slight aside, reading the linked document I'm quite shocked that such a lenient set of guidelines exist regarding sentencing for death from driving. Also, note that the driving ban explicitly starts at the time of conviction (or earlier) and so in effect is only around 4 years (assuming release after 2.25 years).
