Those BMXs they're on look suspiciously like mountain bikes. Perhaps the riders are very, very small?

There is a very similar sized concrete bowl just where the north downs way crosses Coombe Lane. I would need to get my tape measure out to confirm whether it was smaller. Sadly I have no video footage to share of it being used as a velodrome, which is a pity because there is jeopardy for failing to keep upright, about half a metre of smelly, muddy water in the bottom of the bowl
