I've just finished cycling 100kms from Barcelona to Malaga and found the Spanish to be some of the most considerate, patient drivers I've encountered. Most always giving space when passing, and not once have I copped abuse as I do weekly in Melbourne. I'v got no idea what SuperPython is talking about re: Hi Vis, as ive seen one person wearing it the whole time. (admittedly I've only been in the country 3 weeks). It has been a happy suprise to see how cyclists are treated here.

I live in Barcelona and I always used to complain about the drivers here.
Until I spend some time on French, UK and Germany roads. Now I cherish the drivers here.
The change mentioned in the article might make it even better. But as others have mentioned this will be useless without enforcement. And there is basically no enforcement for speeding, close passes or jumping lights in Spain. At least not for cars.
Having been here in Andalusia for 2 months now, I have to say that drivers are very very good, very courteous to cyclists. We are very impressed
And any form of enforcement would be a war on the motorist
Now there's an idea. Like those temporary electronic speed limit signs on motorways that change to 40 or 50 at the flick of a switch. You know, the ones that everyone ignores...
