Intersting video and I'll keep a watch out for it - nice to see my nephew beat both of those riders too.
Front panniers keep the weight on the bike low, makes for better handling if the bike geo is correct. But it's quite, errr, unusual to put ALL your weight on the front where it creates a terrific wind brake.
It'll make the steering heavier but more stable. Also makes the bike less twitchy at high speeds as the weight is lower than it would be on a rear rack over the back wheel. There's already enough weight over the back of the bike when sitting on the saddle, so front racks make the bike feel more balanced.

cant understand why they would front mount the panniers though - surely thats going to affect the steering something fierce?
anyone shed any light?
