SBS in Australia. They have the Tour, Vuelta, Giro, and a bunch of other races - all free and live. I think they do catch-up as well

it may physically work but the brakes would be sooo clogged in like a lap if its anything other than dry dusty conditions....
also the geometry is completely wrong for cx.
