It will be the retaining circlip for the bearing, it will have a slot to allow it to be removed. Clicking and creaking press fit bearing are not uncommon. You may have success removing the bearings from the frame, clean all surfaces and re grease absolutely everything. I mean all surfaces which touch another.
My own experience was it would clear my clicking noises for a few hundred miles then they would return
I ended up installing sram cups which take threaded bearings. Problems all gone now. The look isnt quite as sleek, but when bearings go, undo, throw away and install new without worrying about creaking, which is bloody annoying.
I would say that is one of the bearing seals that has been damaged, it'll officially need new bearings, however i would be tempted to just ride until it fully dies...
Though I don't really understand how that would make it click
