I went to Lanzarote in late February last year. Never needed anything other than arm warmers over and above summer kit.
The wind was really dreadful, literally terrifying at times - once I think I was about 1/2m from being blown off the road over a big drop before I somehow saved it. Another, a bus overtook me and I was leaning so much to the side to counter the wind I bounced off the side of the bus as he blocked it.
Accept that you might have to ditch a few days you hope to ride cos really the wind will be too strong, and its always worse on the northern end of these islands.

For the sake of just a little bit extra weight I would recommend taking your pedals with you so that you are comfortable and then you just need to adjust the saddle height and handle bars.
I have never rode in Fuerteventura before so I can't comment on hotels sorry.
I would echo the comment about the wind. On one trip to neighbouring Lanzarote I gave up on road biking as it was unpleasantly blustery, to the point of making descending hazardous.

Yeah I found a couple of promising looking bike shops in Corralejo that offer hire and guided rides as well. Positive reviews on TripAdvisor as well for the most part.
I need to find out from them how much of the usual stuff I ride with I need to take with me!
I stayed at one of their sister hotels, it's ok but not amazing. The bikes are more expensive than the hire places and not displayed often.
There are several hire places, there's a shopping centre by Oasis Village at the top of the strip at Corralejo that has a bike shop opposite which seemed really good.
Fuerteventura is really windy - go careful.
