EDIT : I paid a little Google car visit to this location and had a drive around the shopping area mentioned in the article. I've never been to America and I found a visit to the Council website interesting too, it's a trees and cycling city, apparently.
In the shopping area, basking in the California sun, it's so striking how medical care is sold as a commercial proposition; right next to the loud and proud tobacco store. There's a car garage with a car wash and two drive-in fitting bays. The car wash part was more nicely built than your typical UK example.
From the Council website, you notice the environmental issues that they live next to - there's a dam and the city of Paradise, up in the mountains, razed to the ground by fire and in the process of being rebuilt. Take the Google car up there and you get a mix of pre and post fire views.

A car went off the B4555 near Kidderminster, hit a tree and rolled part way down a steep bank near Highley, Kidderminster at around 8.15am on Thursday.
A truck driver following them stopped to help, securing the car to his vehicle with straps to prevent it slipping further down the steep bank above the river.

Bristol traffic live: Emergency crews descend on busy shopping street after East Street smash
At 11:31 this morning, one crew from Bedminster fire station were called to reports of a vehicle colliding with a building.
On arrival, firefighters used small gear to make the vehicle safe and inspected the building for safety. The crew attended to one male casualty, who was handed over to Ambulance crews.
Police were also in attendance at the scene.

Hackney one though - clearly bloody cyclists again. You can see that a bike ripped out the bike rack it was attached to (taking out the wheel of the bike behind it) and tore straight through the shop window.

Knoxbridge. Here's the cafe co-owner adding value to the whole thing: "The A229 is a dangerous road, it is notorious for accidents and fatalities. Due to it being very straight outside the cafe, motorists tend to gun it down the road."
