I think it reads that the bobby 'can't be sacked', I'm sure there's some HR reason for this but I'm jiggered if I know it.
I just came here to post exactly the same story. Anyone who refuses to name an offending driver should be brought to court and made to repeat their refusal under oath, which would then place them in contempt of court, which then would mean that they would be detained in prison until they decided to change their mind. What the hell does multimillionaire Noel Gallagher care about a £1000 fine and six points when he doesn't even drive?
Police in "making up rules to suit themselves results in little censure from colleagues and zero punishment" shock.
It is outrageous, just can't get surprised about this.
Am I reading this right? No charges against the driver, because he can't remember it, but the passenger is facing charges?!

Quite a long ban, so doubtful if she will drive again.

It's not a spot I know; I can think of some quite old town centre pedestrianisations and I'm not convinced that the full-on approach is best. But cars will be crap where ever you allow them.
People are poorer/ have less disposable income (I won't go into why), we all know about on-line (although some trades don't seem to have worked out what they can do to fight back).
I think of some town centres where there's been some environmental enhancement in the centre, but the whole place is cut off from its surrounds by a combination of (i) the local river (ii) relief road / iffy underpasses (iii) string of iffy car parks - particularly after shop hours.
I just wonder whether allowing cars again here is going to be the shot in the arm the traders are imagining.

Thank-you all contributors. I mean it's tough being a driver, the whole system is stacked against you, can't do this, mustn't do that can't park there and the expense: don't even. Mass car ownership and driving in the UK is in great shape and not remotely a policy with no future or one that stands to deprive a lot of people of theirs.
