Am I correct, you mean the pivot where the dual wheel cage meets & rotates on the parallelogram body?
As the cable controls the body, it will have no effect on the cage, which rotates (due to pressure of a spring) to take the slack out of the chain.
Remove the jockey wheels so that you can remove the chain from the cage. Now see if the cage has full movement.
Make sure there is spring tension in the pivot - if it goes limp (without any tension) but still has movement then the spring is at fault.
If the rotation is just stiff, work some penetration oil (GT85 or WD40) into the pivot and see if it frees up.
Could be crud in the cable housing worth blowing through with WD40 or some such.
Hi Moby, all new cables from a month ago...but thanks for the advice and I'll give lubing them a go.
Try lubing the cable and the shifters. Better still, fit a new cable.
