inline adjusters on road bike gear cables

I have a Merida esilex. Is the fitment on the rear cable near the bars an adjuster ?

I don't know TBH, but I would investigate by firstly identifying the cable. If it is the rear gear and looks/acts like an inline adjuster, drop down the block (moving into the 11 cog) and give the adjuster a few tweaks. Move back up and see how the shifting has changed. Then, repeat/optimise shifting as required.
TBH, most people I know don't use inlines for the rear as there is usually an adjuster on the RD itself. An inline is invaluable for the FD though, and yet I always seem to have to fit them on new bikes.
