Thank you both. The first version of this bike that was delivered did have a plug, but it had to go back because they sent the wrong colour. The replacement did not have a plug, but given that this is a new bike, and wasn't cheap, I'd rather think that I didn't have to resort to insulating tape.

Or a piece of black insulating tape . . .
That's normal. There's two allen keys inside of different diameters. You can get a tiny rubber cap if you want but I've never bothered.
Canyon road bikes have the whole top open, because of a different design, and even if water gets in it still works fine after a couple of years.
