The BMC AlpenChallenge AC01 ticks all of your boxes other than the drops. Alfine shifters for drops are rare and cost a bomb.

Schindelhauer at Velorution? They have some relaxed frame, 3 speed internal hub gears with carbon/kevlar belt drive and an option of drops if you ask nicely.
