Larger fines for scrap merchants that take them, better still the scrap merchants taking photos, vehicle details and personal information of the people who bring them in like they are meant to. Yeah sorry i'll get my coat. Had this problem a couple of years back near me and the councils ended up replacing them with HDP ones.

Seriously, I don't cycle within two feet of the edge of the road as this is wear 90% of the pot holes are due to poor utilities repairs and the buses that run over them.
