To get stuff like that to conform to the shape of your frame heat it with a hairdryer while applying it. Please join me in downgrading the negative reviews.

Best reflectve stuff I've ever found is the stuff wrapped around traffic cones. Cut into strips and glued onto mudguards.
Not that I'd ever consider or condone mutilating traffic cones. No, never.

Alas, according to the reviews on there, no.
