SRAM shifter stiffness - fixable?

Hey folks, I've recently had my winter bike serviced, and thought that new cables would sort the stiffness in shifting, but was told they were even stiff without cables in. Should I be replacing some of the innards? Anyone know about this, or have done it themselves?

They are easy to strip down and clean, have a look at this (http://www.cxmagazine.com/removing-sram-double-tap-shift-mechanism-singl...) but the newer lever pivots (step 4) are held in place with a small circlip rather than the method shown in the article. Take your time and it is a straight forward job, once they are stripped down, clean everything, regrease and rebuild.
