The NCC have never been too fussy about me taking my fixie on the track with the brake and other bits off, no issue with my Conti GP 4 Season tyres for example, however they wouldn't let it on unless it was spotlessly clean, which obviously resulted in n+1.

Just make sure that cable guides for a back brake are removable and it meets the requirements of whatever track you want to use it at.
