If all else fails, there's always Loctite threadlock...

It does sound like the bolts are too short to me, purely by what you describe. I take it the old cage still holds, right?
If so, some longer bolts from a lbs should sort it.
The plastic on the new cage is thicker than the original metal cage I had. I never used the down tube bolts before but the same bolts work fine in the same type of cage on the diagonal front tube. There were some screws that came with the cages but just to attach it to the card, they just rattle in the frame holes and are not the right size at all.
Either the bolts are too small (they may be M4 bolts trying to fit in an M5 hole), it's also possible that you may have stripped the threads on the bolt bosses. Check the size of your bolts first, M4 and M5 are most likely bolt sizes.
Ok, maybe I've missed something but is the 'plate' bit of the new cages thicker than the old cage. In other words are the bolts too short?
Some cages (Spesh for eg) come with new bolts.
