It's complex because the public consultation came down strongly in favour of a ban (I suspect) but the Government is like the bad parent of a toddler and lives in fear of the tantrum iof they try to tell those drivers who currently park on the pavement that they have to stop.

Sadly this will not change following their replacement at the next general election, because all parties are terrified of the drivers' tantrums.

I have never yet seen a motorist slow down to approach a puddle/flood in the road. I'm not sure if they've ever heard of "hydroplaning"…

And you're right about the levels of sympathy shown BTL on that article.  Clearly, they think it's her own fault for not being in a car

Under Section 42 of the Road Traffic Act 1988, engine idling is an offence. The Highway Code also has a rule against engine idling. Rule 123 states: “You MUST NOT leave a parked vehicle unattended with the engine running or leave a vehicle engine running unnecessarily while that vehicle is stationary on a public road.

Two reasons why this is a tax on the stupid....firstly, the road signs are clear both on the main approach to the roundabout and on the turn off itself. Anyone not knowing what the signs mean, should not be driving.

And secondly, anyone who eats at McDonalds thinking its food needs to be taxed more to help pay for the damage their poor health choices are doing to the NHS.

Edited to add....just checked Google maps.... the road lay out has been like that since the first photo they took back in...... 2009!  Almost 15 years ago and they still haven't worked out what the signs mean. Really.....?

The answer to more flooding is to buy a bigger car, which has more emssions, which makes climate change worse, which means more flooding, which means buying an even bigger car ........

I read that article and realised I do have a particular racial prejudice, because I was so sure that they'd missed out mentioning that the driver was from the GRT community.

(There's absolutely no evidence for that, of course, and I do feel a bit ashamed of myself...)

Is this one of those offences where an unduly lenient sentence can be appealed? Maybe tweet him back? I thought this was pretty bloody lenient, especially when I saw some hapless, likely trafficked bloke get five years for tending a cannabis farm. Not exactly a victimless crime but hardly on the same scale of offending as this nutcase driver.

are you sure? I was under the impression that applied even on your own driveway. There are two statements in that clause

"You MUST NOT leave a parked vehicle unattended with the engine running" [no matter the location]

"or"

"leave a vehicle engine running unnecessarily while that vehicle is stationary on a public road".[even if it is attended]

HC123 says that it comes from The Road Vehicles (Construction and Use) Regulations 1986 98 (which is about stopping the engine to stop noise) & 107 (which would apply if the car park is a road, which is then in RTA1988 S192(1)).

I had thought that private land meant that it wouldn't apply but now I'm very confused.

Yeah, I just copied/pasted that from a cursory search and didn't dig any deeper, but it does appear that you're correct - idling on private land isn't illegal (according to at least a couple of websites).
